Recent developments in the manga suggest that the answer might be a resounding “yes”.

The Escalating Threat: Nerona Imu and the “Akuma no Mi”

The introduction of the world’s ultimate antagonist, Nerona Imu, in Chapter 1179, has shifted the power balance of the series. Imu wields a power known as the Akuma no Mi—the true “Devil’s Fruit”—which operates on a scale far beyond standard Devil Fruits. 
This ability grants Imu terrifying transformations and the control over “Omen,” a ring of black flames that serves as his “military might”. As seen in the conflict against Loki starting in Chapter 1181, this Omen allows Imu to tank devastating attacks and exert influence that dwarfs even the most powerful warriors. 

The Mythos of the Gods: Rain God Zaza

The lore surrounding these top-tier entities deepened in Chapter 1182 with the introduction of Rain God Zaza. Through Saint Killingham’s usage of the Ryu Ryu no Mi, Model: Kirin, we learned that Zaza is a legendary figure capable of flooding entire landscapes—a power that terrifies even the Celestial Dragons. 
This reveal confirms that the One Piece world is home to multiple “god-tier” entities, placing Luffy’s current Gear 5 in a new context. If Luffy is to overcome opponents like Imu and navigate a world where gods dictate the environment, Gear 5 may simply not be enough.

Luffy has historically evolved his Gears to overcome impossible odds. The framework for Gear 6 is not just a fan theory; it is a narrative necessity for the Final Saga:
